Is this what they mean by 'the circular economy'?

Clackmannanshire Council is inviting tenders from contractors “to supply and manage enforcement officers as part of an environmental enforcement service” patrolling the council area to detect environmental crimes and issue fixed penalty notices for offences such as fly-tipping, littering, dog-fouling etc. “This contract is to be funded through the income generated from the issuing and collection of fixed penalty notice fines.” Is this a model we want to see throughout Scotland?
